"Bright Lights" is a 
"Friendship Quests" quest that unlocks the ability to spruce up parts of 
City Town with pretty light fixtures. The quest is unlocked when the player has a 
5 star-rating with 
Buppi and also has them as a permanent island resident.

" Buppi has come to live in City Town... but he's not great with directions..."
Quest Information
The player meets with 
Usahana, who will thank the player for everything they did for Buppi and ask the player if they saw him as he can get lost sometimes. The player will then be tasked with finding Buppi. After finding him near the dumpsters in the City Town, Buppi will tell the player he got lost and ask the player how to get to the 
Rainbow Tower. After reaching it, Usahana and Buppi meet, and decide on retracing Buppi steps to see where he got lost. When they reach the destination, Usahana starts imagining if putting some landmarks would make it easier to not get lost. A 
Orange Figment shows up and starts putting neon lights on the empty store signs. After all of the signs have neon signs created by Usahana and Buppi's imaginations, he'll later say he feels better and thanks the player and Usahana for helping him!
