A Complete Set (also called an Ultimate Comic) can be made by combining all Comic Books in a series.
To create a Complete Set from Comic Books in the inventory, the player must speak to 
Badtz-maru at the 
Comic and Bait Shop and use the "Ultimate comics" dialog option to request a Complete Set. The option will likely be under the "Something else..." dialog option.
Creating a Complete Set uses up 1x of every comic in the same series. Badtz-maru will first prompt the player to create one the first time they talk to him with a completed series in their inventory.
