The Nul Statue Miniature is a craftable item that is also the reward for completing the "Capped" objective under the 
"Nul Goals" Achievement. The objective is completed by "placing hats on 40 
Nuls."
The 
Crafting Plans for the Nul Statue Miniature can be found hidden in the kelp in the 
Kelp Maze, to the left of the "Kelp Maze Crawl" 
Challenge Course. Finding the plans does not require completing the objective first.
