Daily Rewards for the Days of Plenty event.
The Scarecrow Hat and Scarecrow Outfit (Item) also pair together to create the Scarecrow Outfit (Set).
The Scarecrow Hat cannot be customized using the 
Clothing Dye Station in 
Tuxedosam's Shop. Any additional Legendary variations that must be obtained separately.
