Badtz-maru's friendship level 1x1x quest, "Fish Noir". After completing the quest, the Detective Coat may be purchased in 
Tuxedosam's Shop.
The Detective Coat can be customized using the 
Clothing Dye Station in Tuxedosam's Shop using Dye Pouches
