"Island Stone" is a "The Right Tools" quest. The quest is unlocked when the player has completed the "A Clue On The Shore" quest.
Quest Description
"Work with 
Chococat to rebuild from the mysterious foundations"
Quest Information
The player will meet Chococat who will give the player the 
Rain Island Stone Crafting Plans. After the player has crafted the Rain Island Stone, Chococat and the player will then travel to the 
Aquafall Machine. Once placing the Rain Island Stone into the Aquafall Machine, rain will begin to fall around the island. The player will then meet everyone at the 
Resort Plaza.
