The Old Frank Halloween Jacket is a clothing item that is part of the Spooky Celebration Outfit set and was originally unlocked via 
Daily Rewards for the 2023 Spooky Celebration event.
During the 2024 Spooky Celebration, Spooky Celebration clothing can be obtained from 
Tuxedosam's Shop, but for a different price than the year before.
The Old Frank Halloween Jacket cannot be customized using the 
Clothing Dye Station in Tuxedosam's Shop, unlike the other 
Halloween Jackets.
