Reef Revival
"Reef Revival" is an 'The Island Mystery' quest that is unlocked when the player has finished the "Comic Relief" and "Open the Nature Preserve" quests. In addition, the player must have reached friendship level 11 with 
Hello Kitty.
After the quest, the player will unlock the 
Recycling Plant and the player will be gifted the 
Rainbow Reef Star Fragment.

"Clear all the trash out of the Rainbow Reef."
Quest Information
The player will first meet 
Keroppi on the pier, near 
Chococat's crafting table, where he will express how upset he is about the 
Trash being littered around 
Rainbow Reef. Hello Kitty will then arrive, wishing to help with cleaning up Rainbow Reef. After the dialogue, the player will then be prompted to meet Keroppi and Hello Kitty at the Recycling Plant.
Once arriving, Keroppi will introduce the Recycling Plant and ask the player to find 10 pieces of Trash around Rainbow Reef. Hello Kitty will also give the player two pieces of Trash. After finding 10 pieces of trash, return to the Recycling Plant and Keroppi will instruct the player to recycle the trash. Once the player recycles the Trash, they will be given 
Coral Spores.
After being given the Coral Spores, Keroppi will then ask the player to plant them in a nearby barren patch. The player can select any type of coral they'd like to plant. After planting the coral, 
Kiki and 
Lala will appear and the player will be gifted the Rainbow Reef Star Fragment.
