Recycling Plant

The Recycling Plant can be found in Rainbow Reef. The Recycling Plant has a chance of giving players Coral Keys and Coral Spores when the player recycles Trash. Additionally, Dye Pouches can be earned by recycling items. Dye Pouches come in the following colors: Black, Blue, Brown, Gray, Green, Indigo, Orange, Pink, Red, Violet, White, and Yellow.

The player will have to reach friendship level 11 with Hello Kitty and begin the "Reef Revival" quest in order to access the Recycling Plant. In order to unlock Dye Pouches, the player will need to reach friendship level 5 with Tuxedosam and begin the "Tuxedosam’s Dye Upgrade" quest.

Although it is located within Rainbow Reef, it is immediately downhill to the right from the Cozy Islands fast-travel point, making it the nearest point to the Plant by far despite that point being designated as a  Seaside Resort point.

Note that rarity of the comic/item/food increases your likelihood of receiving more than 1 dye! The highest amount of dye pouches that players have reported from recycling 10 of an item is 5 dye pouches.
