Dressed to the Nines
"Dressed to the Nines" is an 
"Friendship" quest that is unlocked starting on May 12th (5/12) until May 18th (5/18) annually and after the player has completed the "Bring Back the Swing" quest and "Comic Relief" quest.

"Help Tuxedosam plan his birthday ball"
Quest Information
The player meets with 
Tuxedosam, who says he wants to celebrate his birthday by throwing a ball, but he needs your help planning—which includes scoping out the best location! Meet Tuxedosam in the Dance Hall, then take a photo with Tuxedosam and 
Pekkle. Afterwards, talk to Tuxedosam, who'll say he doesn't think the Dance Hall will work. Next, meet Tuxedosam in the Comedy Club, then take a photo with Tuxedosam and 
Hangyodon. Again, after talking to Tuxedosam, he'll be unsure about using the Comedy Club as the location. Finally, meet Tuxedosam on 
Moon Island. He'll say that Moon Island will be the perfect place to throw the party!
Now, it's time to gather supplies! First, talk to 
My Melody about the balloons. She'll need 3x 
Rubber and 3x 
Thread, once collecting the needed materials, give My Melody the supplies to make balloons. Next, talk to 
Chococat who'll need your help gathering supplies to make lights. In order to make the lights, the player must gift Chococat: 3x 
Spark, 3x 
Ingot, and 3x 
Glow Berry. After the balloons and lights have been made, talk to Tuxedosam. He'll ask the player to use the Mirror to change into their party clothes. Afterward, talk to Tuxedosam again.
The player will receive 
Tuxedosam Party Favor and the crafting plans for 
Tuxedosam Birthday Balloons for completing the quest.
